FACILITY ISSUES & NONCOMPLIANCE MANAGEMENT
TetraTek, Inc. – Fire Safety Technologies (TTI) can manage and coordinate Facility Management issues contained in the Issues/Noncompliance Tracking System from validation through resolution.  TTI is a Native American and Veteran-owned small business specializing in Fire Protection/Safety engineering and Program Management.  Historically – the nucleus of our support has focused on facility (structure) related issues – ensuring the life safety of personnel and that the protection features of the facility adhere to the minimum requirements of national consensus codes and standards.

The following proven TTI methodology will ensure each and every issue entered into the Tracking System is effectively coordinated and managed through resolution.

STEP 1: Validation of issue/noncompliance (Field Walkdowns & Research) – Each issue will be reviewed for its validity.  TTI has often identified noncompliance issues previously thought to be valid – but proved to be preferences on the issue-writers part rather than actual noncompliance issues.  This step may lead to:

Reclassification of an issue;
Placement of the issue – higher or lower on the priority scheme or;
Removal of the issue – due to the lack of validity.

In addition, TTI will research specific issues and determine whether the issue can meet the intent of the code.  This will provide cost effective measures/controls to provide equivalent protection.  Should an issue be cost prohibitive, without jeopardizing personnel safety – TTI can develop DOE equivalency requests for site concurrence or exemption requests for approval through DOE-HQ.  

STEP 2: Prioritize & group into disciplines – This step includes the development of a Deficiency Management Matrix.  The matrix will aid in the organization and prioritization of each issue, including the designation of specific classifications for ease of tracking and grouping.  This step also provides facility management with a tool for budgeting justification purposes.  This ensures that imminent danger and life safety issues are adequately identified and resolved expediently, and it provides a safer work environment for personnel.  Examples of discipline noncompliance or deficiency classifications include, but are not limited to:

Facility Life Safety issues;
Fire Protection & Industrial Safety Hazards issues;
Property Protection (i.e., FP systems, fire walls, fire extinguishers) issues;
Construction issues; and
Design issues

STEP 3: Interface and coordination with Facility Managers, maintenance contractor, and Issue Tracking Coordinators through final resolution – This step ensures all parties involved are working in unison to ensure a cost and time effective issue resolution process is implemented for each issue that has been validated and prioritized.

STEP 4: Effective illustration of issues – This step provides the  maintenance contractor clear cut instructions and illustrations through work packages and work planning meetings to ensure each issue is corrected per TTI recommendations and that the job is completed correctly the first time.  This will result in significant savings in both time and money.

STEP 5: Validation of issue closures – Once an issue is reported closed, TTI will field-validate the issue and properly document the work process to provide an effective evidence file and audit trail.

TTI has implemented this issue management methodology at the Paducah Gaseous Diffusion Plant (PGDP) and West Texas AM University (WTAMU).  At WTAMU – TTI managed several hundred issues identified by the Texas State Fire Marshal’s Office.  Utilizing the cost effective steps listed above – each issue was individually managed, coordinated and tracked through resolution.  A sole source contract investment by WTAMU to TTI led to significant savings for the university.
